This is a guide to be updated with most current policies and procedues of East Central College Library.

Unforeseen Event 12/11/17

General Comments

The East Central College Library may waive replacement charges of library materials that are lost, stolen or damaged due to an unforeseen event.  

Guidelines

Additional documentation may be requested such as police report, insurance claim, eviction notice, newspaper article.

Unforeseen events include but are not limited to:

  • Fire
  • Theft
  • Flood
  • Eviction
  • Car accident with items in car
  • Domestic violence

Request for Waiver

Student, staff or faculty may make request on their own behalf or behalf of others.  Titles on individual's library account will only be released to individual.

If MOBIUS books are involved replacement or fees may be reconciled by ECC Library.

Director of Library Services will review on case by case basis.

Materials Replacement

General Comments

The East Central College Library requires replacement of library materials that are lost, stolen or damaged when checked out.  Library materials or related fines will remain on patron’s record until account has been satisfied according to Director of Library Services.

Patron Reported

Patrons that report a lost, stolen or damaged library material will be responsible for its cost of replacement and any additional charges per item.  Payments can be made to the cashier by check, cash or debit/credit.

ECC Library owned materials

Library Technicians will search Amazon.com for exact item replacement.  Patron will be charged for current Amazon price if new item is available for purchase directly from Amazon.  If only available from third party seller an appropriate match will be selected (new, reasonable cost) and shipping cost will be added.

An additional $2.00 will be added per secure DVD case.

Technology that is lost or damaged will be reviewed by Director to assess charge.

Magazines issues will be reviewed by Director to assess charge.

Patron may only replace the item (from store or online) at discretion of Director.

Instructor owned materials (course reserves)

A course reserve item that is a personal copy of an instructor will be replaced per instructor’s instructions.

Director shall contact the instructor directly and discuss replacement options.

Other Libraries materials (MOBIUS, Prospector, ILL)

MOBIUS and Prospector materials have a default replacement cost of $120 per item.  The owning library may reduce the cost or allow a replacement to be purchased at their discretion.  A processing fee may be charged.

Library Technician will contact appropriate owning library representative to confirm

  • $120 fee (MOBIUS, Prospector)
  • Reduced fee, owning library sets cost
  • Replacement, owning library sets parameters (hardback, edition, etc.)

ECC Library will process the fee or replacement.  For fee, patron will pay ECC and ECC will then write a check to the owning library.  For replacement, patron will pay ECC’s price to purchase item.  ECC will then purchase and send via courier to owning library.  Once the owning library receives the payment or replacement item, the patron’s record will be cleared.

Patron Not Reported

Annually in June, Librarian will create a list of items long checked out to patrons. Amazon list replacement prices will be used to update the fines amount on the patron record.  Director and Librarian has discretion to waive replacements or fines.

ECC Library owned materials

Library Technicians will search Amazon.com for exact item replacement.  Patron will be charged for Amazon list price, if only available from third party, leave $57.00 default rate in item.

An additional $2.00 will be added per secure DVD case.

Patron’s fine will be updated in Sierra with current pricing.

Verify a hold has been placed on student account in datatel.

Other Libraries materials (MOBIUS, Prospector, ILL)

MOBIUS policy states “The patron’s home library is responsible for collecting any fees and reimbursing the lending library for lost or damaged materials in accordance with the ALA Interlibrary Loan Code which states, “The requesting library is responsible for borrowed material from the time it leaves the supplying library until it has been returned to and received by the supplying library. This includes all material shipped directly to and/or returned by the user. If damage or loss occurs, the requesting library is responsible for compensation or replacement, in accordance with the preference of the supplying library.” Borrowing libraries agree to vigorously pursue getting materials back from their patrons.”  https://mobiusconsortium.org/lost-book-policy , 2.4 Lost Books

MOBIUS and Prospector materials have a default replacement cost of $120 per item ($100 replacement, $20 processing).  The owning library may reduce the cost or allow a replacement to be purchased at their discretion.

ECC Library will process the fee or replacement.  Once the owning library receives the payment or replacement item, the patron’s record will be cleared for that item.  The amount directly expressed by ECC Library will be entered as a manual fine on the patron’s Sierra account.  Verify a hold has been placed on student account in datatel.
