On August 28, 2008, the Missouri Returning Heroes' Education Act (Senate Bill 830) became law. The Heroes' Act limits tuition charged to qualified combat veterans to fifty ($50.00) dollars per credit hour, for any program leading to a certificate of Bachelor's degree. A "combat veteran" is any person who served in armed combat after September 11, 2001, who was a Missouri resident when first entering the military and who was discharged from military service under honorable conditions.

Since 1945, the American Council on Education (ACE) has provided a collaborative link between the U. S. Department of Defense and higher education through the review of military training and experiences for the award of equivalent college credits for members of the Armed Forces.

The Yellow Ribbon Program makes additional funds available for your education program without an additional charge to your GI Bill entitlement. Specifically, it allows funds beyond the GI Bill entitlement if the veteran student enrolls in a private school where tuition and fees are more than the GI Bill allowances.

The primary vehicle for federal assistance to veterans is the Montgomery GI Bill. The secondary vehicle is the Veterans Education Assistance Program, or VEAP.

Dependents' Educational Assistance provides education and training opportunities to eligible dependents of certain veterans. The program offers up to 45 months of education benefits. These benefits may be used for degree and certificate programs, apprenticeship, and on-the-job training. If you are a spouse, you may take a correspondence course. Remedial, deficiency, and refresher courses may be approved under certain circumstances.

Veterans pursuing their educational goals are usually eligible for "educational assistance for students" in most states. Educational benefits for veterans and their dependents, particularly the children of deceased and disabled veterans, are also available in some states.

Veterans need to be aware of a few special circumstances when completing the Free Application for Federal Student Aid (FAFSA). These circumstances include the student aid treatment of veterans education benefits and the definition of a veteran for student aid purposes.

From the US Department of Education, Veterans Upward Bound is designed to motivate and assist veterans in the development of academic and other requisite skills necessary for acceptance and success in a program of postsecondary education. The program provides assessment and enhancement of basic skills through counseling, mentoring, tutoring and academic instruction in the core subject areas. The primary goal of the program is to increase the rate at which participants enroll in and complete postsecondary education programs.

The Tuition Assistance (TA) program provides financial assistance for voluntary off-duty education programs in support of a soldier's professional and personal self-development goals. TA is available for courses that are offered in the classroom or by distance learning. The courses must be offered by schools that are registered in GoArmyEd and are accredited by accrediting agencies that are recognized by the U.S. Department of Education.
